International Foundation for Electoral Systems. Public Case
Web data platform for voting and elections
About the Client
Our client is the Ukrainian field mission of the International Foundation for Electoral Systems (IFES Ukraine), which builds sustainable democracies for a better future. Since 1987, IFES missions have operated in more than 145 countries, both in developing countries and in countries with mature democracies. Since 1994, IFES began to play a key role in the formation of democratic electoral processes and institutions in Ukraine. As a technical assistance provider, IFES Ukraine strengthens democratic progress in Ukraine by implementing this project to its beneficiary – the Central Election Commission of Ukraine (CEC) which is the end user of the project outcomes.
The Challenge
IFES embarked on a digitalizing project to revolutionize the visualization of election results. The primary objective was to explore leveraging tools provided by Amazon Web Services (AWS) to create a superior election data platform for the Central Election Commission of Ukraine (CEC).
Objectives
- Enhance Data Visualization: Develop a dynamic election data platform to display election results.
- Leverage AWS Tools: Evaluate AWS’s capabilities to replace the current CEC’s web platform during and after elections enabling automatic data download and visualization.
- In-Depth Analysis: Analyze various aspects of election data using advanced AWS features through the election results platform.
Goals
- Implement a robust data platform using AWS.
- Improve real-time and post-election data analysis.
- Ensure a seamless transition from the existing system to AWS-based solutions.
The Solution
Our specialists built the architecture featuring Amazon RDS with PostgreSQL and Amazon QuickSight:
- Data Migration: Transfer data from the existing database to Amazon RDS for enhanced analysis.
- Data Visualization: Configure Amazon QuickSight to visualize and analyze the data from Amazon RDS. QuickSight enables the creation of diverse dashboards, including graphs, visualizations, and reports, which can be published for public access.
This architecture ensures a seamless data collection, processing, storage, analysis, and visualization workflow. It also offers scalability, security, and data availability, providing high flexibility and performance for analytical operations.
The Triangu team developed a demo version of the web platform on AWS in collaboration with IFES technology and cybersecurity experts.
The Result
To achieve the goals of this project, the company developed a demo version of the web platform for managing the web display of historical election data based on the results of the 2019 Ukrainian presidential elections provided by the CEC.
The project successfully implemented a web platform demo with critical functionalities:
- Election Results Display: National election results were presented using AWS tools, featuring charts and graphs with detailed breakdowns from regional to polling station levels.
- Detailed Result Demonstration: The platform effectively showcased the detailed display functionality by illustrating results from a specific region in Ukraine down to individual polling stations.
